Ienasa Llothil is a Dunmer trader who hawks her wares from her market stall, overlooking the main road south of Vhul. As a member of the Syvvit Tong, she primarily focuses on selling to outlanders, and one such, Honns, believes that he has been swindled. If you are persuasive enough, Ienasa will return one of Honns's items.
Ienasa also features in the quest, Burden of Proof, and can be blackmailed as part of that quest. It transpires that she has been stealing Punavit from the local brewery - a crime in the eyes of the Indoril. Assuming you are persuasive enough, she will even fetch you another jug.
