The Horwalli are a tribal race of Men that lived in Black Marsh. Scholars theorize they were either sent there as refugees or prisoners, or that they settled along the coastal waterways and adapted to the environment. They resided in the region well throughout the First and Second Eras, but were considered to no longer inhabit the province by the late Third Era.[1]
