Mistress Brara Morvayn, Lady of Maar Gan, is one of the six House Redoran Councilors. You must persuade Brara to give her vote for the position of Hortator of House Redoran. Brara Morvayn lives within the Redoran Council Hall in the Morvayn Quarters. (The door to Morvayn Quarters doesn't appear on the Redoran Council Hall map, since it is directly under the door to Galsa Gindu's House, but it is present in the game.) Brara also is affiliated with the Morvayn Manor to the east in Ald'ruhn. Her husband, Remas Morvayn, was killed defending the Morvayn Manor from Corprus monsters. After his death she took his seat in the Redoran Council.
Befitting her status, Brara wears an extravagant shirt, skirt, gloves, belt, shoes, sapphire amulet, and ring. She carries a silver dagger. Aside from her natural resistance to fire and the sanctuary provided by her ancestors, she knows the spell Ogrul's Quick-Again.

Brara Morvayn's default greeting depends on whether she has spoken to you before, and whether you are a high-ranking member of House Redoran:
- [If this is your first time speaking to her.] "I am Brara Morvayn, a councilor of House Redoran. Is there something I can do for you?"
- [If you have spoken to her before and are not a Councilman or higher of House Redoran.] "It is nice to see you again, %PCName. What brings you here?"
- [Else.] "What can I do for you, %PCRank?"
In the event that you are expelled from House Redoran, Brara Morvayn will point this out in her greeting:
- [If this is the first time that you are expelled from House Redoran.] "You are no longer a member of House Redoran. You should make amends."
- [Else. Disposition -10.] "You've broken our rules twice, %PCName. Is there some reason you keep pestering me?"
Finally, if you ask Brara Morvayn about her background, she says:

As is the case for most Redoran councilors, Brara Morvayn will only agree to give you her vote if you are either a high-ranking member of the House, or if you have already gained Athyn Sarethi's support:

- "A Hortator is a Great House war leader. Why do you ask?"
- Ask how a Hortator is chosen.
- "Only the Redoran councilors can choose a Hortator for House Redoran, and it must be unanimous. The Hortator's duty is defined by ancient custom, but, in essence, a Hortator is a House champion who must be skilled in combat and known for courage and honor."
- Tell your story and ask to be confirmed as Hortator.
- [If you are a Kinsman or higher of House Redoran.] "I'm troubled. In politics, I expect subtlety and deceit. But not from my Temple. I believe your story. Your ring is genuine. And you have the manner of a hero. I've heard the rumors that you are a spy for the Empire, but you are a member of our House, and what I know of you inclines me to trust you. For these reasons, I name you, %PCName, as Hortator of House Redoran."
- [If you are a Kinsman or higher of House Redoran and cleansed the Morvayn Manor.] "I'm troubled. In politics, I expect subtlety and deceit. But not from the Temple. I believe your story. Your ring is genuine. And you have the manner of a hero. I've heard the rumors that you are a spy for the Empire, but you recovered the cursed ash statue from Morvayn Manor, so I know you can fight the Sixth House. And I trust you. For these reasons, I name you, %PCName, as Hortator of House Redoran."
- [If you are not a Kinsman or higher of House Redoran, but you do have Athyn Sarethi's support.] "Athyn Sarethi says he believes your story, and believes you can be trusted. I still have my doubts, especially with these rumors that you are a spy for the Empire, but life cannot be lived without risks. I agree we need a Hortator, and I see no better candidate than you. So let the record show that Councilor Morvayn confirms %PCName as Hortator of House Redoran."
- [If you are not a Kinsman or higher of House Redoran, and her Disposition towards you is at least 70.] "I'm troubled. In politics, I expect subtlety and deceit. But not from my Temple. I believe your story. Your ring is genuine. And you have the makings of a hero about you. But I do not know you, and I cannot trust blindly. I must consider your request, and share my concerns with the other councilors. That's all I can say for now."
- [If you are not a Kinsman or higher of House Redoran, and her Disposition towards you is lower than 70.] "If I had any reason to trust you, your story would worry me. But right now, you worry me more than your story. I don't think I can help you."
If Brara Morvayn initially refused to give you her vote and you return to her after earning Athyn Sarethi's support, her response will be the same as the one listed above. Note, however, that Brara Morvayn will support you under no circumstances if you kill any fellow councilors of hers:

- [If you killed one Redoran councilor.] "I will never support you for Hortator. You have killed an honest and just councilor. I do not care if it was a fair fight or foul. You have harmed our House, and are not fit to lead as our champion."
- [If you killed two Redoran councilors.] "I will never support you for Hortator. You have murdered an honest and just councilor. You may pay for your crime, but you cannot purchase honor. You are not fit to lead as the champion of our house."
Under normal circumstances, you may speak with her again after you have gained her support. If you do so before earning the support of all the other councilors, she says:
- "Have the other councilors seen the wisdom of naming you the Redoran Hortator?"
- Redoran Hortator
- [If Bolvyn Venim is still alive.] "You have my vote as Hortator of House Redoran. Speak with the other councilors. Tell them you have earned my trust. You may have trouble convincing Bolvyn Venim. He has done great things for House Redoran, but he can be a difficult man. He cannot honorably decline a challenge if you have the council's support, and if he were to die in an honorable duel, I and the other councilors would still support you."
- [If Bolvyn Venim is dead.] "You have my vote as Hortator of House Redoran. Speak with the other councilors. Tell them you have earned my trust. I believe they will agree with you."
If you speak with her after gaining the support of all her fellow councilors but before returning to Athyn Sarethi, she says:

- "The members of the Redoran Council agree. You will be Hortator of House Redoran. Speak with Athyn Sarethi. He'll give you the Ring of the Hortator and confirm your title. ALMSIVI bless you."
And finally, if you speak to her after receiving the Ring of the Hortator from Athyn Sarethi, she says:
- "What brings you here, Hortator? Why are you not in Ghostgate?"

Mission to Morvayn ManorEdit
Speak with Brara Morvayn to learn what it will take for you to earn her support on the Redoran council:
- "Did Athyn Sarethi send you to get my support on the council? I will support you, even though you are an outlander, if you help clear the beasts from Morvayn Manor."
- Morvayn Manor
- [Morvayn Manor key has been added to your inventory.] "I am a widow. My husband died defending Morvayn Manor from misshapen beasts that came through the Ghostfence. He believed that the beasts were attracted by a statue we recieved [sic] a few weeks before the attacks began. Go to Morvyan [sic] Manor, just east of Skar, here's the key. Get the statue, and take it to Lloros Sarano at the Temple. Once the statue has been destroyed, I will support you on the Council."
If you speak with her again after she has given you the key to her home but before you have actually brought the ash statue to Lloros Sarano, she says:

- "I have given you a key to my manor, which is just west of Skar. Go there and find the ash statue that has caused us so much misery. Take the statue to Lloros Sarano at the Temple."
Note, however, that it is impossible to progress in this quest while you are expelled from House Redoran:

- "You have been expelled from House Redoran. You must make amends, if you can."
Return to her after you have done as she asked in order to finish this quest and gain her support on the Redoran council:

Mentioning the topic again after the completion of this quest elicits the following response:

- "I will hire priests to clean and purify Morvayn Manor. Once this crisis is over, we can start repairing what we all have lost."
Mages Guild MonopolyEdit
Once you have earned Athyn Sarethi's support on this matter, all that you need to do in order to gain Brara Morvayn's support as well, is raise her disposition towards you sufficiently high:
- appeal to fairness
- [If Disposition ≥ 40.] "Yes, I understand and agree. This law is unfair and must be changed. You have my support."
- [Else.] "Excuse my interruption, but from what I've heard, you are no friend of House Redoran. If I do not trust you, I will not listen to your words."

- She is referenced in Skyrim's Dragonborn add-on, noting that she fled to Raven Rock during the Red Year and led the colony as a House Redoran Councilor. Her son, Lleril Morvayn, has inherited her council seat and leads Raven Rock at the time of the expansion.
