You can accept the quest from him directly, his greeting will differ. Approaching him in the camp:

"Soldier. Urgency compels us. We must keep the Covenant from getting the Coral Heart."

Speak with him to begin the quest:

"Welcome to the war.
We're losing ground to Covenant raiders. If we don't hold the line here, they'll push us back to Ebonheart and take all of Zabamat."
Tell me what's happening.
"Alexandra Conele leads a force that outnumbers us five to one. If the dreugh hadn't ambushed both of us, she'd have wiped us out.
We must deal with the dreugh. Then we'll stop Conele from getting the Coral Heart."
What's so important about this piece of coral?
"Lieutenant Galyn believes Conele can use it to control a Brother of Strife. Sings-With-Reed would know more. As for Galyn, the Covenant caught her.
Here's what I need from you: look for survivors in the mud mounds. Rescue Galyn. Oh, and don't get killed."
I'll find Lieutenant Galyn and your soldiers.

If you accepted the quest from Sergeant Larthas, you'll need to talk to Captain Noris to progress.

"I hope you're here to help. We're losing ground to Covenant forces.
We have to hold the line here, or they'll push us back to Ebonheart and take all of Zabamat."
Tell me what's happening.
"Alexandra Conele's army outnumbers us five to one. If the dreugh hadn't attacked us, we'd have been wiped out.
Now the dreugh are burying my men in mud. Unless that stops, we can't keep Conele from getting the Coral Heart."
What's so important about this piece of coral?
"Lieutenant Galyn thinks Conele wants to use it to command a Brother of Strife. Sings-With-Reed knows more about that.
I need you to look for survivors in the mud mounds. Oh, and the Daggers caught Galyn. You need to rescue her."

Regardless of quest giver you follow, you can ask him for additional information:

"Luck to you. I'll see if we can hold this line in case you return ... I mean, until you return."
You said the dreugh are burying your soldiers?
"Burying them in mounds of muck. They'll hack you up with those claws or knock you out with bile. Then they'll bury you in mud.
I don't know why they do it, and I don't care. I want it stopped."
What are the dreugh doing here?
"Sings-With-Reed, that Argonian who's advising Lieutenant Galyn, thinks the coral summoned the dreugh to defend itself.
Fact is, we were losing when the dreugh showed up and altered the battle. Now we need to preserve the few troops we have."
What was that about a Brother of Strife? I just came from imprisoning Balreth. (If you completed The Death of Balreth)
"I was talking about the other one. Sadal, the beast sealed away in Tormented Spire. Tanval was mistaken to free that ... thing from Ash Mountain. Imagine such a creature controlled by the Covenant and loosed on Ebonheart."
How could this Coral Heart be used to control Sadal?
"Do I look like an Arch-Mage? Or even an Argonian mud-witch? I have no idea. I came here to stop the damned Daggers, and that's what I'll do."

After defeating Alexandra Conele:

"I hear you're responsible for getting the dreugh on our side. Well done.
With those beasts chopping them up, the Covenant doesn't stand a chance."

After the quest is complete:

"The Covenant is falling back. They're squirming like scared kwama grubs.
Nice work. May the Tribunal requite you, as you deserve."
