Fortune and Fate is awarded for receiving a prophecy from the Grand Prognosticator.
In order to receive the prophecy you must first complete Cogs of Fate, then return to Palbatan. The book, Thoughts of the Honored Assistant, will have appeared beside Palbatan; read it and then return to the Grand Prognosticator. The book may also appear in the middle of the Slag Town Outlaws Refuge without Palbatan being around. Talk to the Prognosticator and select the new dialogue option (Prime sequence eleven, thirteen, seventeen).
