Guild Herald Amsaad

Guild Herald Amsaad is a Khajiit who can be found in various locations across Tamriel during the related quest. He will spawn at the Courtyard Marketplace in Solitude, north of the wayshrine in Markarth, in Leyawiin, in Gonfalon Bay, in Necrom near the Harvest's Bounty grocer, and in Skingrad among the Guild Traders.

He will encourage you to join a player guild by checking the nearby Guild Listings board.

After you've read Which Guild is for You?, you can speak with him.

"Have you seen the note? If you seek companions for your adventuring, look no further! This one can help with that!"

If you speak to him again before looking at the guild finder, he says:

After you review the guild listings, speak to Guild Herald Amsaad.

"Have you had a chance to review the guild listings, friend?"

I looked through them.

"Wonderful! This one hopes you found something that interests you.
Too often, this harsh world becomes isolating. Finding companions can make it bearable, mm? Here, a little something for your time."

After the quest:

"This one is quite pleased you stopped by, and hopes that you find a guild that appeals to you. Amsaad wishes you many friendships and adventures in your future!"
