Halino is a High Elf who lives and owns a house in Shattered Grove. He is initially found petrified, like all of the other villagers, but after being returned to normal, he does work around town. He cannot be talked to.

Just like the other villagers, he is petrified at the beginning of the quest. Examining the 'statue' more closely will start the related quest:
