After speaking with some of the residents in Kozanset about the harpies and Gold Coast Mercenaries, you can head to the town hall to ask the magistrate about the situation. When you arrive you find him at his desk, talking to the mercenary leader, Daneem.
- Daneem: "The harpies are much bolder. We need more coin, for supplies and the like."
- Magistrate Andrin at-Lehiel: "I've heard disturbing rumors about your methods …."
- Daneem: "Have you heard about the traveler stirring up trouble in town … and look who's here."
- <She will then turn and leave, but not before a parting shot directed at you.>
- Daneem: "Keep your opinions about our work to yourself."
Once she is gone you can talk to Andrin at-Lehiel.
- "We're dealing with the harpies as fast as we can, I assure you. Now please, address any specific complaints to one of the guardsmen."
- What was that all about?
- "Nothing. I have things under control. We've got a reliable group to protect the town until we're self-sufficient again.
And please don't say anything to Daneem. She can get … upset when the end of her tenure is brought up." - Who's Daneem?
- "She's the leader of the Gold Coast mercenary troop. I hired them to make up for our shoddy defenses when the harpies attacked.
They get the job done, and that's about as much as I'll say." - I'd be willing to help.
- "Daneem doesn't like competition, and I'm certainly not going to endanger our business arrangement.
If I were you I would keep my stay here brief. Now if that's all, I'm sure you can see yourself out."

After a disappointing conversation, you will be dismissed. At this point his daughter Leja will arrive with some news.
- Leja at-Lehiel: "Father! You need to know what's going on out there!"
- <She notices you and bows her head towards you.>
- Leja at-Lehiel: "Who is this? Someone come to help?"
- Magistrate Andrin at-Lehiel: "Enough! I have no patience for your theories!"
- <Leja then turns around and stands next to the door but not before talking to you.>
- Leja at-Lehiel: "Fine. If you want the truth, come talk to me."
After some investigative work with Leja you discover that the harpies were purposely stirred up by the mercenaries by stealing their eggs. At Leja's further prompting you eavesdrop on Daneem's meeting with Foreman Malumah and Udamaji, where she extorts them for money. However, when you return to Leja's home to tell her what you overheard, you instead find Magistrate Andrin at-Lehiel who is furious with you.
- "You! You are the responsible one! I told her not to trust those creatures, and now look what's happened!"
- What's happened?
- "My daughter was stolen away by the harpies! She and several other people from Kozanset. Their blood is on your hands!
Daneem told me about your meddling!" - Are the mercenaries looking for Leja?
- "Not yet. They say they must prepare for another raid by the harpies before they send anyone out on the sands.
It's only right that you find my daughter, since you helped her get into this mess!" - Where would the harpies have taken their victims?
- "Outside town, on the hillside where they keep their aeries.
Feeding our people to their young, no doubt! And you! You instigated this attack!"
Leja can indeed be found in the Harpy aeries but she was saved by them after the mercenaries abducted her and the other citizens, leaving them for dead. She will asked you to quickly head back to Kozanset and tell her father the truth. He can be found with Daneem in the town square and will immediately ask about Leja.
- "You're here! Did you find my daughter?"
- She's safe. The mercenaries were the ones who kidnapped her.
- "What? That's ridiculous! Why would they want to abduct the very people I'm paying them to protect?"
- You can ask Leja herself if you don't believe me.
- "I will! Where is she?
Is that her over there?"
His daughter will then arrive and confront Daneem, culminating in a thrown rotten harpy egg. She will then ask you to rally the villagers while she pleads with her father to stand with them against the mercenaries. If you talk with him he will curse the attacks.
- "I curse the day the harpies first attacked our town."
Once Daneem has been driven out of town, Adrin will accompany you to investigate the guardhouse. Inside will be the body of the local harpies' matriarch.
- Magistrate Andrin at-Lehiel: "The harpy's matriarch … was this the reason they started attacking in the first place?"
If you speak with him, he will ruefully comment on his handling of the situation.
- "I had no idea. I should've spent more time checking the rumors, and less time behind my desk."
After taking the body of the harpy, he'll be more respectful towards the harpies:
- "Take that…her…body to the upper balcony. I guess that's what all those harpies are up there waiting for."
After the quest, he'll be back in the townhall:
- "I've always known my daughter would be good with diplomacy. I said it all along."
