Overseer Jahi is a Redguard overseeing the operations at the Rain Catcher Fields located south of the city of Sentinel. She is Naseiran's daughter and Almur's sister.

Speaking to her prior to accepting the quest and if you didn't accept it from Rajesh, she says "I leave things to my brother...and this is what happens!":

Speaking to her:

"If you've come to buy water, I apologize for the sorry state of the johads. My idiot brother has all but ruined us.
I suppose it'll fall to me to dig the family out of this sand-pit."
What's happened?
"The water's been contaminated. To top it off, whatever's tainted the johads seems to attract the desert beetles.
Workers won't go near the johads, and with good reason. But I still need to find out what's contaminated our lifeblood."
Do you need help?
"I do. The workers have rest camps in between the johads. If someone brought in this poison, there may be evidence of it there.
If you can find something of import, bring it to me. I'll be at the main johad down the road."
I'll take a look.

After accepting the quest from her, you can ask her some questions.

"If you see my idiot brother, cuff him on the ear for me. Our production falls behind with the johads so unreliable."
What's a johad?/What exactly is a johad?
"They're our reservoirs. Even in the desert, there is moisture in the air. The rain catchers collect it and funnel it into the johads.
Then we carry the water to the city in large urns, or at least, that's what we normally do."
You mentioned your brother. Who is he?
"Almur? Where you see the heaviest work done, look for him elsewhere. This is our family's business. He should show proper pride in our work.
Ah, well. I can take care of the johads, once these beetles are gone."

While searching the worker's camp, you will find a bottle of liquid with a strange scent. With Almur's advice you check the johads and find that at least one of them has the same smell and taste. Incidentally, that johad is attracting many beetles. You can return to Jahi with your findings.

"And to think I almost got away from the family business. Father giving it to my younger brother seemed like the perfect compromise, but look where it's brought us.
Have you found anything?"
This vial was in one of the camps. The contents match what's in the johads.
"I recognize this. It's the same kind of vial my brother's wife uses for her alchemy.
Is she responsible for this madness, I wonder?"
Where's your brother's wife?
"Ohama's a Khajiit apothecary from Sentinel. I had no quarrel with her, but if she's responsible for this, my father must know.
She cares for him in the house just beyond here. Father didn't approve of their marriage, of course, but she is very skilled."

Speaking to her again, she will express not wanting to be in charge of the johads but has to because of familial obligations:

"Father's too old to have to deal with the johads. That's why it's fallen to me to take charge.
In truth, I've no interest in the business. But after the mess my younger brother made of this place, it seems I have to."

Speaking to her while you're finding a tracking lizard:

"This is the worst shut down in Sentinel's history. The city's reserves will be bone dry any day now."

After using the tracking lizard and searching the workers, you will eventually find Fermouzh who wants to speak to Jahi about the truth. When you arrive at Jahi's home, you can find her outside with Ohama.

"Did I hear you harassing my workers? Ohama says she sent you to look for a thief among them.
I'm not sure I believe her story, but I'm willing to hear her out."

Once you have heard Fermouzh's story about workers being bribed to spread the musk in the johads, you have Jahi's permission to search her house as it was used as a drop-off by an unknown man.

"Search the house. As Fermouzh says. If you find nothing, I must assume Ohama's lying and throw her and my fool brother out.
That is, if he ever shows up again, the lazy slug."

Inside the house you will find the smell of musk everywhere and Naseiran missing. Almur will ask you to find his father with your tracking lizard. The lizard will lead you to some tents where an injured Naseiran can be found with a dead Assassin Beetle. The heavily injured Naseiran will have some confessions:

Naseiran: "Seems my secret is a secret no more."
<Almur and Jahi catch up to you.>
Almur: "Father? Are you all right?"
Naseiran: "Wasn't expecting to run into a beetle. It must have followed my scent."
Overseer Jahi: "You poisoned the johads? But why?"
<Naseiran collapses and Almur runs up to him.>
Almur: "Father! Your wound …."
Naseiran: "My last wish was for the johads to remain within the family, but … it caused nothing but strife."
<Jahi walks over to her family.>
Overseer Jahi: "No, you can't die! Not now!"
Naseiran: "Listen! I wish for your happiness. Promise me … the johads …."
Almur: "We will find happiness, Father! I swear to you."

At this point you can speak with both siblings, you will need to help them decide who will own the johads and Rain Catcher fields.

"This is my fault. I'm the one who wanted to sell the johads. My father deserved better than this."
What now?
"It falls to one of us to take charge of the johads. Father always wanted me to have them, but I feel I'm the one who truly betrayed the family."
I think you should own the johads.
"Yes. I am prepared to take them. I'd just never thought … well, I am eldest, after all. This is my duty.
We'll mend our family here. We won't fail our father's dream."
You'll keep the johads then?
"I can't. Not after all this.
It'll be hard work, but together we'll do it. As a family."
Family? Does that mean your brother is staying?
"I've always been too hard on him. He's found a beautiful wife, and he's always cared for Father, all these years. He has done well for himself.
Father would be proud."
I'll talk to Almur about it.
<Ends Conversation.>

If you decided the johads should be under Jahi's charge but haven't turned in the quest, she will be resolved:

"I'll never regret this decision. I will do my best to find happiness with my family, as my father wished."
So you've decided not to sell after all? (Leads to the same quest completion dialogue)

If you decided the johads should be under Almur's charge but haven't turned in the quest, she will feel there's too much happening:

"Everything's happened so quickly. Father … the johads … I can hardly take it in!"

After the quest is completed, her final words will depend on who you chose to own the johads. If you thought Jahi should own them, she will be considering the present situation:

"With so many barrels of water wasted, it will take us many weeks to gather enough water to replenish our stores.
But Sentinel will not go thirsty!"

If you thought Almur should own them, he will immediately decide to sell them so he, his wife and sister can move to Sentinel and leave the mess behind.

"It's best this way. I did not want the responsibility, and Almur's decision seemed wise to me.
Perhaps my little brother is smarter than I've given him credit for."
