Pact Scouts are Argonians found following other players around Jorunn's Stand during the related quest. They take the place of Speaks-with-Blades to ensure you don't see multiple copies of the same person. Interestingly, you can talk to them instead of Speaks-with-Blades to advance the quest, which creates a large amount of quest markers if many other players are in the area.
