Approaching The Brandfire Reformatory, you'll find a frightened Khajiit who needs help finding her sister. She'll direct you inside to search for her. Inside, there are two investigation points in the Reformatory, plus one more inside the Keep. In the Keep you'll find a note from her sister, which you will bring back to Tufeh to complete the quest.
