Rulotar was a High Elf who served as the ranking battlemage of the Aldmeri Dominion stationed at Sea Keep. He served alongside Pandermalion for over a century, and died defending the Keep from Storm Sharks. Pandermalion didn't see him escape, but hoped he did, and is very distraught over his death, noting that the Keep should have been his command. He can be found in both the Outer Gate and Inner Gate Towers (a skavenger will be seen feeding on his corpse in the latter).
