After reading the Skingrad Seeks Adventurers! notice pinned to a post east of the Skingrad City Wayshrine, you will learn that the West Weald Legion is seeking adventurers for dangerous work. Following the road east and then south, you will find Legionary Castus standing in front of a cart. Listening to the dialogue will complete the quest.
Other locations for reading the notice include the announcement board by The Great Chapel of Julianos and the announcement board by southern gate of Skingrad.
