The Skywatch Noble is a High Elf found in Skywatch Manor. He is actually the disguised Razum-dar. During your investigation of the Veiled Heritance in Skywatch, you will receive an enchanted earring from him which lets you assume this identity.

After entering the Manor and hearing the exchange between Queen Ayrenn and High Kinlady Estre, a nearby noble will call out to you.
- Skywatch Noble: "Psst. Over here."
You can then see what he wants:
- "Looking for Razum-dar? Follow th—me."
- Who are you?
- "Just follow."
Speaking to him while following him:
- "Please, follow."
When you follow him into a corner, his form will shimmer, revealing the Queen's Eye. After speaking with Razum-dar, you will receive the earring which will allow you to investigate and infiltrate the Veiled Heritance.
