This Thief is a hostile enemy found lurking around the supposed grave of the Gray Fox in the Riften graveyard. You will encounter him during the related quest, and he will attack you on sight to prevent you from recovering the Gray Cowl of Nocturnal.
He carries the Thief's Note, which you will need to read as part of the related quest.
