Only one of the smugglers will speak to you, and he will only do so before you have spoken to the dockmaster:

"Sorry, I can't let you through. If you need something, talk it over with the dockmaster. He's to your right, under that tree."

If spoken to again:

"What? Look, I told you. Go talk to the Dockmaster."
