Captain Danylva is a Nord captain of the guard who can be found in Palace of Kings in Windhelm.

After you learn that the medallions for the peace talks have been sabotaged, you need to race to Windhelm to catch up with Jakarn and make sure that the medallions are not worn before the magical trap is dispelled. As soon as you enter the palace, the good captain will stop you:

Captain Danylva: "Hold there. State your business in the Palace of Kings."

If you have completed quest she'll apologize for not recognizing you. Otherwise she will demand to know why you are here:

"Oh, I recognize you. You're the hero of Windhelm!
Thane Mera speaks about you a great deal. What brings you back to these parts, friend?"
"State your business, adventurer. We don't let just anyone wander around the Palace of Kings."
I'm looking for a man named Jakarn. He was supposed to deliver something to Jorunn the Skald-King.
"Ah, from the Society of the Steadfast, right? Are you an associate of his? Well, you just missed him.
He delivered a medallion for the Skald-King and then went on his way."
The medallion is dangerous. What did you do with it?
"Your associate said the medallion was a gift from the Society of the Steadfast. Why would it pose a danger?
I placed it in the study. I planned to present it to Jorunn once I had time to assess it."
Someone tampered with the medallions, but I can dispel the dangerous magic.

"Hmm, I recognize you. You helped Windhelm and the Skald-King before, so I'll trust you in this matter.
Come with me. I'll show you to the medallion."
"Hmm … very well. The Society of the Steadfast has never given me reason to doubt them before. I'll show you to the medallion, but if you make one move that threatens the Skald-King, I won't hesitate to cut you down.
Come, let's get to it."

Follow her into the next room and she'll point to the medallion:

"Go on. Do whatever you need to do to make that medallion safe. I can't believe I was about to hand something dangerous to my liege lord. It's my job to protect him. I dread to think what might have happened if you showed up a few moments later."

Use the dispelling powder on the medallion, and she'll worriedly ask from some distance away:

Captain Danylva: "Is it done? Is the medallion safe?"

You can speak with the captain before you leave:

"I'm not well versed in the ways of magic so forgive my skepticism … but how can you be certain the medallion is no longer dangerous?
I refuse to hand the Skald-King something I'm not absolutely sure is safe."
The dispelling powder was made by the mage who created the medallions. It's safe.
"Ah, I believe you. But I think I'll still have our court mages take a look all the same.
I thank you for the timely warning. Is your associate aware of the danger? He seemed eager to make his next delivery."
I need to find him. Do you know where Jakarn was headed next?
"He said he was traveling to Auridon to meet with someone from Queen Ayrenn's court. You might check the docks in Skywatch.
If he intends to deliver another one of these medallions, you should hurry and intercept him."
I'll head to the Skywatch docks and find Jakarn.
"We may be at war with Queen Ayrenn, but there's no honor in killing an enemy in this despicable manner.
A boat's available at our docks if you need it. And I'll make sure the Skald-King receives this medallion from the Society of the Steadfast."

Danylva goes to the table and contemplates the situation. If you try to speak to her, she'll chide you for not chasing after the next target:

"There is no need for you to linger here. Go track down your associate before he delivers another trap into someone's unwitting hands.
I'll make sure the Skald-King gets this medallion. The Society of the Steadfast need not worry."
