Castle Dour, the oldest section of Solitude, contains a number of distinct locations within its sturdy walls, including the ancient fortress, the Temple of the Divines, and the newer Tower of the Wolf.
Castle Dour

The Castle Dour is the oldest structure in Solitude. Technically, overland Solitude's Courtyard Marketplace encompasses the area around Castle Dour, but this instance is only accessible during the related quest. You will enter Castle Dour after ascending Greymoor Keep and passing through the tunnel dug by the Gray Host which leads up into the Temple of the Divines.

Harrowfiends run wild in the streets, terrorizing citizens. Two dogs are present in the area; one of them is protecting a citizen from two harrowfiends, and the other is racing from one end of the street to the other, stopping to bark at the encroaching harrowfiends. You must enter the Tower of the Wolf in this instance.
