Councilor is awarded for purchasing Ebonheart Chateau. To purchase it with gold, you must first get the Hero of the Ebonheart Pact achievement, and save up 3,785,000 
. Or you can purchase it from the Crown Store for 12,000 
(or 15,000 furnished). Since houses are shared by all characters in your account, your other characters need only enter the house to also earn the achievement and title.
