Talk to Hjorik to find out what he wants you to do.

"You don't look wounded. What do you need?"
I'm here to help.
"That's a welcome change. We're dangerously low on everything. Drinkable water and clean bandages especially. No one I've sent out has made it past the Dremora. Are you willing to try?"
Where should I look?
"Scavenge what you can from the ruins. Townsfolk left everything behind when the Dremora attacked. If you can't find bandages, linens or clothing will do. Here's a jug for water - you can fill it from a well in town."

Clothes can be found in tall baskets scattered throughout the ruined buildings all over town that Hjorik can use to make bandages. There is a well near Bruma's safehouse that you can use to fill the jug with water. Once you have what Hjorik has asked for, return to him in the chapel for a reward.

"Any luck? I just used my last bandage."
These should help.
"I thank you. Water and bandages will keep our wounded from passing over Shor's Bridge. Take this for your efforts."
