Dual Wield Expert I: (WHILE DUAL WIELDING) Increases Weapon and Spell Damage by 3% of off-hand weapon's damage.

Dual Wield Expert II: (WHILE DUAL WIELDING) Increases Weapon and Spell Damage by 6% of off-hand weapon's damage.

Dual Wield Expert increases overall damage by a percentage of your secondary weapons total (the one held in your character's left hand).
