Ezudash is a dead Khajiit found propped against a juniper tree in front of the Pact Rally Point in the Arboretum district of the Imperial City.
His corpse is unmarked and does not display his name. He is the author of the Love Letter to Aishah found near the Arboretum Sewer Entrance.

You have dealt with an anchor before, yes? This is like that, but much more dangerous … and more fun!
The reason that your silly unclawed friends cannot break the anchors is simple: they cannot be broken in Mundus." - What do you mean they can't be broken?
- "Perhaps you have encountered Dark Anchors in other parts of Tamriel? Even so, these are very different.
They cannot be broken here. The only way is to destroy the pinions attaching the anchor on the other end, in Coldharbour." - You mean I have to go to Coldharbour?

These Daedra are stupid and often leave their portals open to attack. Kill the guards and enter the portals to Coldharbour. There are three in all. You will find a pinion in each—a gnarled metal thing. Destroy it, and return to Mundus." - (?)

Once you've destroyed the pinions, you must take control of the pedestal at the anchor's base. There is glowing and creaking and such, then BAM! Off it goes. Simple.
When you capture it for your silly alliance, blow this horn."
Speaking to him after accepting the task:
- "You remember what you need to do, yes? If you go there and your alliance controls the district, it is easy. Just blow the horn. This one will send a runner to your silly boot-skin general.

You must go through each portal to Coldharbour, destroy the pinion, then come back and capture the spooky Daedric pedestal. Do this three times, and you're done. Easy, yes?"
Speaking with him again after accepting the quest:
- "Ezudash wishes you good luck. Clumsy walkers like you always need it, yes? Ha!"

- "If nothing else, you have had practice blowing a horn, yes? Perhaps you have a future in music!"

After finishing up with the Dark Anchor, Ezudash would have pointed you in the direction of other folks in need of assistance.
