Glyphs of Decrease Health are created by using an Okoma rune and a Subtractive Potency rune. They can be applied to any weapon of equal or greater level, and add Oblivion Damage to your attacks.
Despite dealing Oblivion Damage, it can criticaly strike and triggers sets and passives triggered by dealing critical damage such as Hemorrhage. This is not intended behavior, fortunately its damage isn't increased when criticaly striking.
