An Orc Mercenary can be found tied up with ropes in the wilderness of Wrothgar, begging for help, as part of a random encounter. Upon approaching him, he will quickly get up, take out a sword and summon two Vosh Rakh warriors to ambush you.
He will taunt you during the ambush, saying: "We didn't think anyone could be so gullible, but you proved us wrong!"
