The Outlaw Style is a crafting skill that can only be learned by reading the book 
Crafting Motif 24: Outlaw Style or its individual chapters. The chapters can be found by killing World and Delve bosses in Hew's Bane. Crafting Outlaw Style items requires a piece of Rogue's Soot. Like all styles, Outlaw Style is purely cosmetic. Items will have the same stats regardless of the style you use.
