Pact Merchant Guards are guards that may be found at Merchant flags in Bruma, Vlastarus and Cropsford. They can also be found throughout Ebonheart Pact-controlled areas of Cyrodiil, escorting Siege Merchants along the roads. Their enemy counterparts are the Covenant Merchant Guard and Dominion Merchant Guard.
