Psijic Sages are Altmer members of the Psijic Order found following other players around on the beach outside the Psijic Relic Vaults in Artaeum during the quest Buried Memories. They take the place of Ritemaster Iachesis to ensure you don't see multiple copies of the same person.
They use the same Psijic skills as Iachesis in combat, however, they are not seen with staves.
