Proserpina Sylla was digging in the dirt in the Elven Gardens, trying to find her way into the sewers. She claims that Emperor Leovic's crown is somewhere deep in the sewers.

There appear to be two NPCs linked to this quest: Proserpina Sylla and Raelyn Oges. It's unclear if they're different people or if they're the same NPC who was renamed.

You could start this quest in one of two ways:

Finding the Crown FirstEdit

The first method involved killing Emperor Leovic and looting Leovic's Crown off of his corpse, then interacting with it in your inventory.

From the rotting head of the former emperor you have taken a valuable finely wrought crown. A smudged scrap of paper tucked away on the corpse bears a crude signature: "Raelyn Oges."

Perhaps Raelyn Oges would like this crown.

You would need to locate Raelyn and hand her the crown.

"Be wary. Those sewers are full of Leovic's beloved Daedra. Hrmph. The fool."

"The sewers, that's where it is! Have you seen it down there, the emperor's crown?"

"So you've found Leovic's crown, eh? Well done. Give it here. I will see it restored to its former glory. I promise."

Finding Raelyn Oges FirstEdit

"Leovic's crown—the crown that rested on the brow of the last Longhouse Emperor. That skulking hound Varen may have taken the Ruby Throne, but he left Leovic's [sic] crown to the rats.
Now I want it. It's mine.

Do you know where it is?

"I was there when Varen ran Leovic through. I saw all the blood and gasping. When it was done, one of Varen's rat-faced henchmen dragged Leovic off.
The people spat on him and his body fell into the sewer drain. It's down there still."

From there, you'd need to travel to the Lost Tombs on the top level of the Aldmeri Dominion portion of the sewers, slay Leovic, and return the crown to Raelyn/Proserpina.

"Do you have the crown? Let me see that. Quickly!"
