Tulira is a Khajiit member of Jode's Chariot who can be found at the Redfur Trading Post.

Quest-Related EventsEdit
She can initially be seen in front of Cinder-Tail and Gobani on the road near the wayshrine, at the entrance of town. If spoken to, she will reassure you.
- "Not to worry, citizen. This fleabitten scoundrel will not trouble you. Jode's Chariot will see to that."
When you've started the quest, you must talk to her about Cinder-Tail. You can either lie or tell her the truth. Your response differs depending on whether you've met Cinder-Tail on Khenarthi's Roost or not.

You can ask her some questions before she leaves.
- Jode's Chariot?
- "We keep the peace here in Redfur, making it safe for traders on their way to and from Elden Root. We spend most of our time catching thieves."
- What do you do with them?
- "Return what they stole and put them in the stocks to think about what they've done. We don't hold them for long, but they usually get the message—or become better thieves."
- Why aren't the penalties harsher?
- "Honestly? Thieves are good for business. They keep the market fluid and stop too much wealth from accumulating in one place.

They expect a certain amount of protection from thieves in return. Jode's Chariot maintains order in his name."

Before meeting Valirr, she will be at the stockades:
- "Hello again, traveler. Watch your pockets—things have a way of disappearing from them in Redfur."
After meeting Valirr, you must speak with Tulira at the entrance to the Tomb of Anahbi, where she has just finished speaking with Feathers.
- "I'm sorry we can't chat for long. I'm waiting for someone."
- Valirr sent me to meet with you.
Her response differs depending on how you answered her earlier. If you lied:
- "Really? Then you must be the newcomer everyone's talking about. Impressive work. Tell me—were you telling the truth about Cinder-Tail or were you just covering for one of your fellows?"

If you told her the truth:
- "Truly? You were so honest about Cinder-Tail. I would not have expected you to associate with the Hollow Moon. Such is life, I suppose.
Valirr's messenger said he had a plan. You play some part in it, I expect" - He wants me to enter the tomb.
Regardless, once you've told her you need to enter the tomb, she'll respond with:
- "Is he mad? Why would he ask for such a thing? He knows the danger!"
- He believes it to be the only way to change Shan-ra's mind about the Thalmor.
- "Yes, I see. The treasure of Anahbi could certainly be persuasive. It may be our only chance of keeping the Thalmor out of our affairs.
I'll give you the key, but please be careful. I don't want your death on my hands."
You can speak to her again before entering the tomb, to which she will remark:
- "Take care. That the Tomb of Anahbi remains undisturbed in this city of thieves after all these years should tell you all you need to know of the dangers."
Your next opportunity to speak with Tulira will arise when she and Valirr are meeting with Shan-ra. You will overhear their exchange.
- Shan-ra: "Tulira and Valirr working together! Punabi, did you ever think we would see this day?"
- Punabi: "No, Shan-ra."
- Shan-ra: "Come now, smile! Only good can come of such an auspicious alliance!"
- Tulira: "You are wise to say so, Shan-ra."
- Shan-ra: "Such flattery! Tell me. Why have you called me here?"
- Valirr: "We have a gift for you, Shan-ra. To show our appreciation and solidify our friendship."
- Valirr: "And I believe it has just arrived. My friend, if you would do the honors?"
You can speak with her before greeting Shan-ra.
- "You made it out of Anahbi's Tomb? Unbelievable. I'm beginning to think I was worried about the wrong thief earlier. Clearly you are a person of surprising talents."
Speaking with her if you used the treasure to keep the Thalmor out of Redfur:
- "That went better than I expected! Jode's Chariot will put the cartel's money to good use.
Thank you for your part in this. We are in your debt."
After the quest, she can be found by the Stockade. If you kept the Thalmor out of Redfur:
- "Thanks again. Jode's Chariot regards you as an honorary member."
If you asked for gold and riches in exchange for the treasure, she will show her disappointment:
- "Twelve curses for a flybitten shaveskin! I should never have listened to Valirr. This is what comes of trusting a thief!"
After the quest, she will turn and walk away, vanishing in the distance.
