Lusha is a Wood Elf Pawnbroker who operates a store in Anvil. She worships Z'en - the god of toil and payment in kind. She's not above exploiting those who offend her, as in Culture Shock, where Lusha binds a Dunmer who speaks ill of Valenwood "savages" into a loan with a ruinous level of interest. Lusha is nonetheless willing to give back to the community, and is a potential donor to the Hostel of Saint Rosunius during a quest that seeks alms for it.
Lusha is possibly the individual that fellow pawnbroker Othesarre has in mind when speaking of "thinly-disguised fences", for she does have criminal connections. During Breaking Good, for instance, it turns out that she has been facilitating skooma deals in the back of her store. You may choose to have her arrested for this, in which case she will move to Goldstone's dungeon.
