Skyrim:Blackwater Brigands

The Blackwater Brigands are a group of bandits found at Orphan's Tear during the related quest. They fancy themselves as pirates but do not possess a ship. According to Celeste's Note, they plan to recover the fabled ship Dead Man's Dread from Blackbone Isle.
