Imperial Camps Disappeared?

I was in the middle of the quest and was to go meet at the pale camp for "Reunification of Skyrim". I noticed that a lot of the imperial camps were gone, including the one at the pale, and there is no quest marker for the quest. Is this a result of the treaty? Do I have to finish the main quest to reunite skyrim? Or is this a bug and I will never be able to finish? --Mechareaper 19:35, 1 December 2011 (UTC)

If you gave Dawnstar to the Imperials that may explain why the Pale camp disappeared, because then they don't need to invade it. The truce is supposed to be in effect until after you defeat Alduin so they can start fighting again without threat of dragons, so that may be why you can't continue the civil war. Which, you know, makes sense. Truce = no fighting. Which means yes, you probably have to finish the Main Quest if you finished Season Unending with a peace treaty. Let us know how that turns out. If it still doesn't clear up after Alduin is gone then it's probably a bug. Aresvallis 23:37, 2 December 2011 (UTC)
Okay, here's an update because I ran into the same thing with the Pale. You can't progress the civil war until you defeat Alduin, but Regaining the Pale still doesn't have any quest objectives, right? Just go back to Tullius and talk to him, he will give you new orders and you can proceed with the quest. Aresvallis 18:08, 5 December 2011 (UTC)
I was using one of the chests at the Imperial camps, in which I put the Lexicon I need for a later misson. All the camps disappeared when I completed the main quest. I am experiencing the same problem, many imperial and stormcloak camps have dissapeared after season unending and the main quests has already finished, is there anyway I can put the camps back via console commands, its really sad to see several camps dissapear — Unsigned comment by 85.230.53.208 (talk) at 20:54 on 2 April 2012
The chests at the camps are not safe. You should absolutely never put unique items in them. It's probably not a good idea to put anything in them to be honest. --Morrolan (talk) 02:37, 25 March 2013 (GMT)

What happens if you've already executed Tullius?

I'm curious as to how this quest unfolds if you've completed the Stormcloak questline and Skyrim:Battle for Solitude, at which point Tullius has either been killed by you or by Ulfric. I thought that both figures were essential and simply would "surrender" at the end of the civil war quests but apparently that isn't the case, and I assume a similar thing unfolds if you work for the Legion. Has anybody had any experience playing through this quest after having killed one of the two faction commanders? StoneFrog 16:05, 3 December 2011 (UTC)

It is possible to skip the peace treaty if you complete the Skyrim campaign for either side before speaking to the Jarl.

Tullius and Ulfric are both essential until the end of the Stormcloak/Imperial side of the Civil War questline anyway; and if you've concluded the Civil War quest before having received this quest, you'll just skip over this quest entirely. (In fact if either side has at least 8 of the 9 holds, you can't do this quest at all and only way to advance the main quest is to finish the Civil War line for whatever side you joined.) If for some reason, while you have this quest, you decide to complete the Civil War for one side, that essentially ends this quest, technically successfully, though you probably won't get the reward for it.
Short answer: if you've already killed Tullius (or Ulfric) you won't even get the opportunity to do this quest in the first place. 67.166.1.227 06:17, 8 April 2012 (UTC)

Skipping straight to "The Fallen?"

Playing on PS3, after I defeated Alduin, I got "The Fallen" as my next quest. "Season unending" didn't appear in my Quest Log at all until after speaking with the Jarl in Whiterun. Has anyone else seen this? Cappo 18:34, 11 March 2012 (UTC)

Both of you have not fully read the article, most likely, and have just jumped straight to the discussion page. Season Unending is concurrent with The Fallen, and if you have not resolved the Civil War prior to The Fallen, you need to complete Season Unending before it may be completed, or resolve the Civil War. Or, more simply:
-Season Unending is concurrent to The Fallen, not antecedent, and occurs part-way through The Fallen. Which is stated in the article.
-Season Unending is skipped entirely if you have already concluded the Civil War questline, or have captured 8/9 holds. 144.132.160.214 11:52, 24 November 2012 (GMT)

Thane status still available?

You can still become a thane in any hold,but if you trade a hold that you are a thane, you will need to redo the thane quest unless you plan to regain that hold. For example, if you become a thane in the reach when imperial still hold it, and trade it in this quest,you will have to redo the thane quest, but if you join the imperial and regain the reach after this quest, upon regain the hold, you title will be restored.(Vvardfell 11:16, 24 March 2012 (UTC))

The Rift's thane quest is peculiar. You can only do it once, because in order to become Thane you have to report the skooma dealers to the Jarl of Riften, and that can only happen once. However, if you install a jarl with this quest who wasn't the default jarl, that new jarl will automatically allow you to buy property (if property's available in the hold) and for everywhere except The Rift, that new jarl will allow you to become thane by helping people and buying property (if it's a major hold), just like if you'd installed that jarl in the civil war. --Morrolan (talk) 05:58, 11 August 2013 (GMT)

Tullius is still unhappy?

Okay, I made Elenwen leave and handed over Riften to the Imperials, but suddenly, Tullius says that I am being unfair even though I am being fair. How is that so? It seems that Tullius doesn't care what I give him. Riften or Dawnstar, he's still unhappy just because Elenwen left. Nikofeelan 01:15, 19 March 2012 (UTC)

Here's something weird: I had Elenwen leave (-1), traded Markarth and Riften (net change of 0), and handed Dawnstar to the empire (+1), and yet Tullius is still complaining. I did refuse the compensation for massacre, does that reduce the net? Also, the option to hand over Winterhold never came up. 68.196.63.149 01:07, 25 March 2013 (GMT)

Can't skip the peace negotiation as the page indicates

"You can skip the peace negotiations and its potential problems if you have a high level of Speech."

My Speech is 100 and I'm unable to skip the peace negotiations. I passed the first Persuasion check on the Jarl of Whiterun, but he nonetheless insisted on a peace negotiation. The person who wrote that bit indicated that he was already much of the way through the Stormcloak's questline. Presumably that has something to do with it as I haven't started the civil war questline at all.174.0.116.189 08:03, 25 March 2012 (UTC)

  • You can skip the peace negotiations and its potential problems if you have a high level of Speech. If your first persuade attempt on the Whiterun Jarl is successful, he allows permission to use Dragonsreach without requiring resolution of the Civil War. The following should be removed as well as it's incorrect:

I've removed the info. I talked to Balgruuf with a speech skill of 103 (including fortify effects). Based on his reaction ("Of course. You already saved Whiterun from that dragon. I owe you a great deal."), I passed the Persuade test, but in the end he still said that I had to negotiate a treaty. --NepheleTalk 23:21, 2 April 2012 (UTC)

Bug following council

Haven't joined Imperials or Stormcloaks; no treaty dialogue

I'm having an issue where I haven't joined either side, but I have quests to join both in my log. The first from Unbound when I chose to escape with the Imperial, and the other from some random conversation with a Stormcloak/supporter. I have not actually enlisted in either army.

I now am trying to complete Season Unending, and have spent the time re-leveling a replica of the first character I played through Skyrim (which in my mind is also the toon I played from Oblivion), because I wanted to remain neutral for the negotiations, rather than take a side. And, now, of course, I can't get the dialogue options to appear. When I talk to Tullius or Ulfric, they both only give me the option to enlist, which is not what I want to do. I've already spoken to Arngier, and he's referred me to each.

Is there some fix for this that doesn't involve me missing major parts of storyline by having to advance through the console?— Unsigned comment by 75.142.248.36 (talk) on 5 April 2012

Noticed this was one that 'needs an answer', so I thought I'd give it a go.
The first time you speak to Tullius and Ulfric, they are scripted to give a speech to the effect of "I remember you from Helgen". During this, they ask you to join up to their side, but they will refer you to Rikke or Galmar (respectively) to actually do so; talking to them alone doesn't enlist you. Once that initial conversation is over, you should be able to talk to them again and mention the peace treaty. You won't start either of the faction storylines or gain any affiliation with either of them until you have spoken to Rikke or Galmar. --Enodoc (talk) 01:01, 25 November 2012 (GMT)

Starting from which monent that you counted as allied with stormcloak? Will I be a able to get riften and Dawnstar for imperial by joining stormcloak, attend the conference and exchange makarath for riften and dawnstar and betray stormcloak during jagged crown? As I known, if you haven't allied with either side or allied with imperial, the choice for counter demand can be winterhold or dawnstar. I think stormcloak should be just the same, our choice can be either Falkreath or Morthal. I don't know what determine the choice. (Vvardfell 11:18, 10 April 2012 (UTC))

Joining Legion/Stormcloak Quest disappearing

After I used the resetquest for both the joining quests. The dialog option for it seems to have disappeared, I cannot locate it in my journal either. I don't play on PC but you could try to use the setstage command for either of the quests or the quest afterwards. RIM 14:10, 12 April 2012 (UTC)

This quest cannot be done after the main quest is completed. It is part of the main quest. The only reason why the two sides are willing to negotiate is because of the risk of Alduin attacking. Once Alduin is no longer a threat, there is no reason why the two sides would want to negotiate a truce.
Furthermore, you do not need to do this quest to do the civil war quests. Try simply doing the quests that you are told to do by whichever side you join instead of forcing unnecessary quests to be triggered through console commands. You are much less likely to trigger errors if you don't rely on unnecessary console commands to change the way the game is supposed to be played. --NepheleTalk 01:00, 14 April 2012 (UTC)

The Battle for Fort Amol finished

What will happen if i've already finished this (and be Legate)?

The only hold under the Stormcloaks control is Eastmarch (Windhelm).

So following things will be:

"Markarth and The Reach are given to the Stormcloaks (no choice)"

Riften and The Rift are not be given to the Imperials (The Rift been taken)

Dawnstar and The Pale are not given to the Imperials (The Pale has been taken)

Winterhold and its hold are not given to the Imperials (Winterhold has been taken)

Is there anything, that can be given to the Empire?

So the only city in the very west (Markarth) and the city in the very east (Windhelm) belong to the Stormcloaks.

If you have already finished "The Battle for Fort Amol" and you are Legate, the Imperial legion controls eight holds. And I quote from the "Detailed Walkthrough" from the article : "If either side of the Civil War controls at least eight of the nine holds of Skyrim, a truce can no longer be negotiated, and this quest will not be triggered.".82.242.48.47 18:21, 7 May 2012 (UTC)

No Reward?

I am with the Stormcloacks (started the meeting just after finding the crown) and favored the Stormcloacks all the way (why does the wiki say the perfect score is near 0? I think it's better to favor your side). When the meeting is completed, Stormcloacks got up and left pretty fast, the Blades talked to me about the dragon and then the Imperial got up and began walking outside. "War Hero" achievement

I think it would be a good idea to mention that according to our choice in this quest, it's possible to miss the "War Hero" achievement. Indeed, if you begin "Season Unending" without choosing a side or being with the stormcloacks without having yet taken Whiterun ; and if you choose to give only minor holds of the stormcloacks to the imperial legion in exchange for the Reach, it is no longer possible to take major holds for the stormcloacks to the imperial legion because the stormcloacks already own the Reach and the Rift. 82.242.48.47 18:32, 7 May 2012 (UTC)

I don't understand. I thought in order to get the "War Hero" achievement as an Imperial, you needed to complete The Battle for Fort Greenwall. This is located within The Rift. Surely in order for the Imperials to take that fort, The Rift needs to be controlled by the Stormcloaks? That would imply that you have to avoid giving the Rift to the Imperials during Season Unending in order for The Battle for Fort Greenwall to turn up later. Am I wrong? I don't think anyone knows what the original poster was saying, the comment is strangely worded. I haven't tested it yet, but Season Unending may cause you to miss the War Hero achievement; I'm still not sure if an Imperial can get it by retaking the Reach or a Stormcloak can get it by retaking the Rift. --Morrolan (talk) 21:40, 7 June 2013 (GMT)

Can't Offer Winterhold

Can someone please clarify what exactly the requirements are for Winterhold to be offered to the empire? Specifically; is it only offered if the empire don't already have Dawnstar? Because when I got the option for giving a hold I could only choose between Riften and Dawnstar, no option for Winterhold appeared.

If Dawnstar having already changed hands is a requirement for Winterhold to be offered then I think that this needs to be noted in the article. -- Haravikk 11:17, 15 June 2012 (UTC)

I should note that I didn't get the chance to offer Winterhold during the second phase of negotiations either, even though the empire were down a point, I only received the option to offer recompense for a massacre at Karthwasten. I don't understand why the massacre option was presented either, since I hadn't joined either side in the war. -- Haravikk 11:19, 15 June 2012 (UTC)
After I did the quest Imperials had 6 Holds and the Stormcloaks had 3 Holds
  • Send Elenwin away (Stormcloaks=1 | Imperials=0)
  • Markarth for Dawnstar (Stormcloaks=3 | Imperials=1)
  • Stormcloaks pay for Karthwasten (Stormcloaks=3 | Imperials=2)
    • With Winterhold (Stormcloaks=3 | Imperials=3)
In short they need to be down 2 points to get the Winterhold option. I'm still mostly confused with that table but just went off what I did to make some since of it, but I hope that helps answer your question. --SPMcKinneyTCE 04:40, 27 July 2012 (UTC)
I'd like to answer this. The second phase options are handed out one-by-one. If you decline to pay for the massacre, they'll ask for Winterhold, or in other words, you can claim both Riften and Winterhold for the Empire, and do not need to be down two points to do so. I have been unable to ever claim Dawnstar in the second phase sided with the Empire, nor get them to ask for Winterhold in the first phase, however I have not tried to do the negotiations after advancing the Civil War in any way. I conject that you cannot claim Dawnstar in the second phase by any method if sided with the Empire, and likewise whichever the second option in the first phase is sided with the Stormcloaks cannot be claimed in the second phase when siding with them, and that you will only get to accept Winterhold or whatever the third option is in the first phase when siding with the Stormcloaks in the first phase without having taken the second option already through the Civil War questline. I conject that you can hand the second option from the first phase over in the second phase if, and only if, you are on the opposing side of the Civil War to those asking for it. 144.132.160.214 11:41, 24 November 2012 (GMT)

Resetquest Ruins It!

I used the Resetquest command to fix the problem with "The Jagged Crown" and "Season Unending" being active at the same time. I got "The Jagged Crown" finished but now the "Season Unending" is broken. The only character that will even acknowledge it's in motion is Arngeir and talking to him still doesn't allow me to either continue where I left off (having talked to both Ulfric and Tullius) or restart the quest. Can the scoring be changed in a mod?

Yes. In the quest stages, look at the script for each stage. Where the script says kmyQuest.IncrementNegotiationDelta(1), kmyQuest.IncrementNegotiationDelta(2), kmyQuest.IncrementNegotiationDelta(-1), or kmyQuest.IncrementNegotiationDelta(-2), edit the numerical value to make your desired change. Zero score after phase one

I may have overlooked it, but I don't see anything addressing what happens when the net score is zero after phase one. I do have firsthand experience with that situation myself, but what I'm not sure on is how how they determine which side gets the appeasement options.

In my game, I was sided with the Imperials, and I allowed Elenwen to stay (+1). Then after the Stormcloaks took Markarth (-2), I took Winterhold (+1). After that, no one threatened to leave, and instead everyone just started bickering back and forth before Esbern stepped in. Instead of someone calling me out for favoring the other side (which is what previously happened with Ulfric before I ended up reloading the save), they basically verbally acknowledged that I'd been even-handed so far before asking my opinion on the appeasement terms, which turned out to be in favor of the Imperials. I accepted one demand (+1), which tipped the scale in favor of the Imperials and ended the negotiations, and one or two of the Imperial characters gloating over Ulfric being forced to swallow the terms of the treaty. Though for some reason, I didn't receive a reward from the Imperials.

If I had to guess, I'd wager that in the event of a zero score, the appeasement terms just favor the faction you joined, but I guess it could just as easily be that the computer randomizes it. --69.109.161.35 06:33, 4 September 2012 (EDT)

Declining Phase 2 Appeasements

Does declining the options in Phase 2 tip the scale in the opposite direction, or not affect it at all? The way the table is presented currently suggests that accepting these terms adds points for the side that asked it, but doesn't mention what happens in the other case. I ended up with a neutral Phase 1 (as mentioned by someone else above; I also have not joined either side yet), so decided to decline all the Imperial appeasements. This ended with Tullius saying I favoured the rebels. (In that regard - I agree that it is the side you are affiliated with - or Imperial if you haven't joined - that asks for appeasement if you end Phase 1 with a zero score.) This leads me to believe that Phase 2 is +1/−1 depending on whether you accept or decline, and not only if you accept. --Enodoc (talk) 22:38, 13 October 2012 (GMT)

Post quest bug; 4 key NPC's won't do anything

I completed this quest a while back (while sided with the Stormcloaks if it means anything), but for some reason, Tullius, Rikke, Elisif, and Elenwen are stuck outside High Hrothgar, walking up and down the steps. If I talk to them, they won't present any dialogue options, and they'll just talk about the truce. Elisif won't even talk to me if I have the Radiant Raiment Fine Clothes on. I'm kind of reluctant to even continue with any more Civil War quests, seeing as I think this might break them. Schiffy (talk) 02:38, 22 November 2012 (GMT)

jarls seeking refuge

Will jarl seek refuge in blue palace or palace of the Kings if being replaced in this quest? If they do, will the newly named jarl seek refuge when their hold is being regained? (Vvardfell (talk) 12:58, 6 December 2012 (GMT))

Any Jarls that are dethroned during Season Unending will move to their usual place of refuge, as if the hold had been taken by force (Blue Palace/Palace of the Kings). If a hold is retaken after being traded, ht original Jarl will retake their place (for example, if you trade Riften to the Imperials, Laila will be exiled to the Palace of the Kings, if it is retaken for the Stormcloaks, she retakes residence in Mistveil Keep).
As well, any Jarls that have been given their position due to Season Undening and then removed again by force will also be exiled (for example, if the Reach is given to the Stormcloaks, and then taken back by the Imperials, Thongvor Silver-Blood will be exiled to the Palace of the Kings).
The only exception to this rule is Maven Black-Briar. If she is handed Riften during Season Unending, and the Stormcloaks take it back, she will stay in Riften, but not in Mistveil Keep (she'll usually be hanging around The Bee and Barb like usual). Schiffy (talk) 17:32, 7 December 2012 (GMT)

negative or zero

If you are neutral or allied with imperial, and after phase 1, you obtain zero mark, what will happen? In ythe page, it said "if the score is negative or zero", shouldn't a zero score need to conclusion? (Vvardfell (talk) 13:26, 7 December 2012 (GMT))

They will say you have been even-handed, but Tullius will not accept the deal, as he values Markarth more than that. Favouring the Imperials on the first appeasement will tip the scale to +1 and end the negotiations. I don't know whether the scale will tip to -1 if you decline their first appeasement (see above, Declining Phase 2 Appeasements - anyone made any progress in that?), but declining them all will end the negotiations with Tullius saying you favoured Ulfric. Declining the first and accepting the second will end the negotiations with Tullius saying "That's the best we're going to get". --Enodoc (talk) 14:33, 7 December 2012 (GMT)

The discussion will never end at the closure of Phase 1. Since I have not played through the Stormcloak side, I don't know how it works, but I would imagine that a zero score when allied with Stormcloaks would result in Ulfric asking for appeasements. Reward

I'm allied with the Stormcloaks, let Elenwen stay (+1), gave Riften to the Imperials (+2) and secured Markarth for the Stormcloaks (-2). Since I've already progressed quite a bit with the civil war questline, no further negotiations were possible, and Ulfric seemed less than happy. However, just before the negotiations ended, I got a message saying "Sword so-and-so" was added to my inventory. I assume this is the reward, but it was given automatically (not after talking to Ulfric), and according to the main text, should only have been added if the Stormcloaks came out on top. Yes, that's the reward if your side came out on top, and it's automatic, you don't have to speak to Tullius/Ulfric to get it. What did you do with the Karthwasten reparations demand? No holds exchanged?

Sided with Imperials, pursued Civil War questline up to attack on Fort Dunstad. During the negotiation, Ulfric demanded Markarth, but when asked by Tullius the only option was "Stormcloaks have no hold of equal value" or something along that line. Using this quest to become Thane.

Sometimes, with some jarls, if they are installed by this quest, you can skip the normal prerequisite quests for that hold and become Thane. As far as I can tell, for both the Reach and the Rift, if you use this quest to install Thongvor or Maven, you can always buy Vlindrel Hall and/or Honeyside. I'm not sure about whether you can buy Hearthfire properties from jarls installed by this quest though. I'm going to record my experiences starting Thane quests here.

  • Stormcloak supporter: Installed Thongvor in the Reach, Thongvor has "What can I do for my jarl?" dialogue.
  • Stormcloak supporter: Installed Kraldar in Winterhold, Kraldar has "What can I do for my jarl?" dialogue.
  • Stormcloak supporter: Installed Maven Black-Briar in the Rift, Maven has no dialogue at all - just gives permission to buy Honeyside, but won't talk to me.

  • Unaligned: Installed Brina Merilis in The Pale, Brina has "What can I do for my jarl?" dialogue.
  • Unaligned: Installed Maven Black-Briar in the Rift, Maven has no dialogue at all - just gives permission to buy Honeyside, but won't talk to me.
It's looking rather a lot like Maven is the exception here, the only jarl who won't start the thane quest just because of being installed by the civil war/Season Unending. But we'll see. --Morrolan (talk) 21:28, 27 February 2013 (GMT)

Both Brina and Sorli allowed me to buy Hearthfire properties as well. The massacre.

Every single time I've played this quest, Tullius has wanted compensation for the massacre at Karthwasten. The main page says that this is asked for only if a massacre has occurred. I'm not sure what that means; Tullius has asked for compensation when I was playing a character who had never even been to the Reach, much less been involved in any kind of massacre there. I've certainly never seen any mention of a massacre there in any other quest; all that normally happens there is the Forsworn attack it to secure the Sibyl of Dibella, and then the Silver-Bloods try to extort one of the natives into giving up his mine. --Morrolan (talk) 13:42, 4 February 2013 (GMT)

According to what I see in the Creation Kit, there is dialogue for Ulfric and Tullius asking for compensation at the following areas: Barleydark Farm, Riverwood, Rorikstead, Karthwasten, Old Hroldan, Kolskeggr Mine, Stonehills, Frost River Farm, Granite Hill, Half-moon Mill, Heljarchen, Anga's Mill, Loreius Farm, Whistling Mine, Ivarstead, Shor's Stone, Heartwood Mill, Sarethi Farm. The town is determined by the quest aliases ImperialTownRaided and SonsTownRaided. However ImperialTownRaided is "Forced: KarthwastenLocation" which is why Tullius never uses his other dialogue. Also SonsTownRaided is "Forced: DarkwaterCrossingLocation" which does not have an associated dialogue. There is another quest in the creation kit, MQ302FillAliases, which has SonsTownRaided set to "Forced:AngasMillLocation". Yes. Once Alduin is defeated, the peace treaty expires and the war continues. As mentioned on the page: "Once Season Unending is complete, the Civil War is on hold until the Main Quest is complete." Any holds that changed government during the negotiations will remain with their new allegiance, though (until retaken during the war). --Enodoc (talk) 18:34, 5 February 2013 (GMT)

Glitch

I was taking part in the reunification of skyrim quest for the imperials, with my next objective to take winterhold. However, when I began the peace treaty in the season unending quest I ended up giving the stormcloaks markarth but gaining winterhold. This has collided with my reunification of skyrim quest though because my next objective was to take winterhold, which it still is. There is no marker when I have the quest active, and if I find General Tullius he only says we must wait until the truce ends. What I would like to ask is if anyone else had this problem and it has been fixed by completing the main storyline. Does the quest objective for reunification somehow automatically change when you complete the main storyline? Because it doesn't make sense that my next objective is 'regain winterhold hold' when we control it. Yes, essentially it's just poorly constructed quest management rather than an actual bug. Since the peace treaty halts the Civil War, the objectives for that are unable to change. Once the main quest is over, the Civil War quests will reactivate and the objectives will update to reflect the new state of affairs. --Enodoc (talk) 19:05, 26 February 2013 (GMT)

No Treaty

I've tried multiple times to go through the steps of the treaty. In each case, I give something to the storm-cloaks for Riften and then the whole things ends and the storm-cloaks are mad at me( That's the side I"m on!) How do I fix this? War Hero achievement

I believe this matter has been discussed but what I would like to know is that, since some people can conform getting the achievement after season unending(quest), and the Civil War article states that it is missable. But this is not completely clear. What dialog options would one have to follow to ensure getting this achievement after completing Season Unending exactly? Assuming that you haven't started the war quest line at all, and may choose to join any side? Yeah. Actually following the defaults in the conversation would lead you to that. If you're unaligned, the Stormcloaks always demand The Reach first, which must be given to them. Then the Imperials want The Rift in return. If you let Tullius have The Rift, then whichever side you choose, you will be fighting for either The Reach or The Rift. --Morrolan (talk) 13:15, 9 August 2013 (GMT)
