Bandit Camp: Pinewatch Heights MIAEdit

I've never had this happen before, but I went to this bandit camp in search of a copy of The Lunar Lorkhan, and the camp wasn't there. No bandits. No dead elf on the log. No apothecary satchel. No tent. And no copy of The Lunar Lorkhan. Are there some sort of conditions that have to be met before it spawns in? Or is it removed from the game after certain conditions are met? If Hircine's quest "Ill Met by Moonlight" started, the camp disappears and reappears when the quest is completed. spent a lot of time trying to figure it out
