Andor Orothi is a Dark Elf Master of the Tribunal Temple. His formal title is 'Majordomo of the Crossing', and he is the most important member of the Temple in Almas Thirr. In the words of others, "he presides over Almas Thirr", and is considered by them to be making a serious effort to maintain the canton city's neutrality in the face of growing antipathy between the Great Houses on each side of the river. Andor himself is only one rank below the Patriarch in Necrom.
Andor may be found in the Office of Intercession on the top floor. During the events of Outlandish Heresy, he can be persuaded to intervene in the case of Nerasa Veran, welcoming her back into the Temple's ranks. This is done only in exchange for a total ban on necromancy in Old Ebonheart, an ends that he finds well worth the reasonable price.
The Majordomo also comes in useful for the Thieves Guild, who can induce him to crack down on their rivals in the area, the Camonna Tong. This event occurs as a result of you finding evidence of the Camonna Tong using the sacred Veloth's Path for their skooma smuggling - a transgression that truly outrages Andor.
