Find Orvas Farethan in Roa Dyr, Servants' Hall and either:
Warn him of the Legion's pursuit (end quest, 100 gold).

He told me that he has orders to track a Dunmer rogue named Orvas Farethan who has stolen some valuable intelligence from the Legion. He knows the thief is in Roa Dyr, but he is unable to enter the chapel himself. I agreed to find the intelligence in the operative's place. His-Eyes-Are-On-You does not care how I get it, but he advised me to be discreet since the Legion won't cover any bounties I incur.
