Hoxley is a Redguard merchant who can be found on the top floor of the Hammerfell Mission at Ebon Tower in Old Ebonheart. He is a Forebear from Rihad, and can tell you a bit about the history and culture of Hammerfell.
He wears an expensive shirt, a pair of expensive pants, and a pair of common shoes. He wields a Redguard steel scimitar.
Like all Redguards, he has a natural resistance to poison and disease, and can boost his health, strength, agility and endurance for a short period of time, but otherwise knows no spells.

- "Greetings, %PCName. Welcome to the Hammerfell Mission. My name is %Name of Rihad. It is a pleasure to speak to a fellow Redguard. Our kind is scarce around these parts. What can I do for you?"
- "Ah, hello again, %PCName. What business do you have with the Hammerfell Mission today?"
- Background:
- "I'm %Name, a Forebear merchant from Rihad. Before being assigned to the Mission, I used to facilitate trade between the Empire and the Republic of Rihad. Stressful work -- a lot of Rihadians still dislike the Empire. But I like to think that I was doing a valuable service to the Empire and to my people."
- Crown:
- "The Crowns governed Hammerfell for a while after the Forebears conquered it for them. They governed it well -- a bit too well. In the Crown state, a small body of hereditary nobles exercised absolute power over the great body of the people. Was this a tyrannical system, the serf at the whims of the nobility, or was it an ordered and harmonious society where everyone had their place? Crowns typically believe the latter; in the Second Era, Forebears started leaning to the former. So we went our own way."
- Forebear:
- "The Forebears are a cultural bloc of Hammerfell, and a force to be reckoned with. We are the proud descendants of the Ra Gada, the warriors who first cleared Hammerfell for the settlement of the Yokudan migrants. In the Tiber War, we fought hard for Hammerfell and we won. The Empire won, too, and so did the Crowns. The secret ingredient was free trade: a rising tide lifts all boats."
- Hammerfell:
- "Hammerfell is my home province. It is where our Yokudan ancestors fled after our continent sank. At times, I wish they had picked somewhere with nicer weather. It's quite an unpleasant place, climate-wise. Too much sand for my tastes."
- Redguard:
- "We are the people of Yokuda. After our home continent sank into the sea, we fled to Hammerfell and began our civilization anew. Through our hardships we have grown hardy, and make excellent warriors. Though, as you can see, not all Redguards are as suited to warfare as others..."
- Rihad:
- "The Republic of Rihad is a grand mercantile city-state, and one I served for years. The City of Rihad shares the same lovely climate as Cyrodiil's Strident Coast, making it one of the more hospitable cities in Hammerfell. It also doesn't suffer from Alik'r Desert brigands, which is more than the northern cities can claim. Additionally, it's a hub of trade between Cyrodiil and Hammerfell, ensuring that the ports are always stocked with the finest Cyrodiilic brandy"
