Llorissa Faali is a Dunmer priest found in the Monastery of St. Veloth in the Temple city of Almas Thirr. While apparently now seeking sanctuary with the Tribunal Temple, Llorissa's past included a period as a worshipper of Azura, before she submitted a false report to Ordinators of War, who cleansed the shrine of Emmurbalpitu and killed everybody in it. This has irked the Winged Twilight charged to guard the shrine somewhat, and she will send you to bring Llorissa back. Llorissa stands by her actions:
"They were just empty husks of their former selves when I left Emmurbalpitu... No minds of their own: just puppets for Azura. And the worst thing is that she didn't even bother to play with her puppets. She took their minds and forgot about them -- left them alone to sing their foolish songs in that accursed shrine. I couldn't risk the cult spreading. I am sorry they had to die, but there was no other way."
However, she will agree to return with you to Emmurbalpitu to put the spirits there to rest, and you may then choose to assistance in her execution, or fend off the vengeful Daedra, Aizuhr-Suur.
