Manit-Pal is a Dark Elf Hunter and an Ashlander of the Ishanuran. He is encountered during Manit-Pal the Hunter where he has been disrupting the mine's operation, believing that the area "is an ancient holy site to my people, the Ishanuran".
A quick conversation with the wise woman of the Ishanuran, Yan-Ahhe, reveals this belief to be false however, and Manit-Pal will agree to retreat - assuming you did not kill him first. He may instead later be encountered during The Cursed Crown, yelling out as you approach:
"%PCName! I have listened to the words of wise Yan-Ahhe! I know much more now than I did before. Tell the Hlaalu mongrels they should never lay a finger on the Cursed Crown of Ushu-Dimmu."
