Mar-Utu is a Dark Elf Mabrigash, and the Little Sister of the three that rule the old Dunmer stronghold of Volenfaryon. Prior to your arrival at the stronghold, she has led a number of the members of the Ishanuran Ashlander tribe to Volenfaryon, and been initiated as a mabrigash.
Three quests require her death - one, Blood Ritual of Volenfaryon simply seeks to clear Volenfaryon so it can be used as a laboratory by Master Bel-Betu. Another, Ishanuran Nerevarine, seeks to break the hold of the three sisters over their thralls, including the Ishanuran scout, Senipal. The third, Vrashammu's Mind Control, is ordered by the vampire Vrashammu, presumably as a means of eliminating others who know the hypnotic methods that Vrashammu has acquired.
