Seran Dreth is a Dunmer agent of the Syvvit Tong, who can be found drinking in Vhul's Watcher Cornerclub. Unlike most members, she has nothing to sell or buy from outlanders, and is in fact easily persuaded to get out of the Tong during the events of Burden of Proof, with an exit fee of 350 gold:
"Listen, %PCName, I see what's going on here. Ilvi decided that he's had enough of us and sent some "inconspicuous" outlander to sniff-out even the slightest reason to bring our organization down. You know what? I can see the writing on the wall for the Tong.
