I talked to Qawi, who denied having a gambling problem. She complained her luck had still been bad even after buying a pick-me-up at the Grand Bazaar to help turn things around.

Ardi Oaken-Cave, the apothecary at the Grand Bazaar who sold Qawi her pick-me-up, admitted that the potion didn't come out right. She gave me a potion of restore luck to undo the damage.
