Quick WalkthroughEdit
- Speak with Madala Ceno about orders.
- Head to Septim's Gate Pass.
- Speak to Quinctius Maelius about the shipment of water.

Detailed WalkthroughEdit
Speaking to Madala Ceno about Orders has her tell you that the Legion Post here has not gotten its weekly shipment of water. She asks you to go investigate at Septim's Gate Pass, south of Shipal-Sharai. You can get to Septim's Gate pass either by going straight south of Shipal-Sharai, or by taking the Guar Cart in town.
On getting to the small outpost of Septim's Gate Pass, (You can speak to Lletia Hemania near the Guar Cart about shipment of water and she will direct you to Quinctius Maelius in the Main Keep) head into the Legion's Main Keep and speak to Quinctius about the shipment of water. He will say he doesn't know where the shipment is and that he's sorry he doesn't know. He mentions that there may have been a mix-up at the Census and Excise office in town, so head over there.
- Here you can go back to Madala Ceno and tell her that Quinctius doesn't know where the shipment is and wrap up the quest. You'll get 50 gold as a reward.
Head out of the Main Keep and turn left and enter the visible door, the Northern Gatehouse. Speak to Sassane inside about shipment of water. She'll say that there was a shipment, but Commander Quinctius said it was a mistake for it to go to Shipal-Sharai. He had her destroy the paperwork and had it brought to the main fort.
Go speak to Quinctius again.
- If you're a Knight of the Garland rank or higher in the Imperial Legion, at this point he'll apologize and say he will send the water directly to Shipal-Sharai. You can go back to Madala Ceno and end the quest. You will receive 200 gold and 10 Cinnamon Bark.
On speaking to Quinctius again, he will say that he took the water for his fort, since his prior source of water stopped shipping to him due to the business closing down. He says his fort needs this water.
- From this point in the quest, you have 3 options, to continue with the path the quest is on, or:
- Go back to Madala Ceno, and tell her that Quinctius is holding the water (option #1). You'll wrap up the quest and get 200 gold as a reward.
- Tell her that Quinctius has the water and you're trying to get it back (option #2). To this response, she'll tell you that you can either go to Narsis and speak to the top brass there to maybe force him to give Shipal-Sharai the water, or you can steal the water yourself and bring it back.
- Go to Narsis and speak with Ereven Baryl about water shipment and he'll complain about officers bickering and hand you a note with orders on it to release the water to Shipal-Sharai. Go back to Quinctius and he'll begrudgingly release the water to Shipal-Shirai. Then you can go back to Madala Ceno and turn in the quest to get 200 gold and 10 Cinnamon Bark.
Continuing with the main quest path, close his dialogue box and speak with him again, and ask him about water supplier. He'll say he will release the water if he's able to get a new supplier for water. (From here, you can turn to Ra'Sato nearby and ask him about water supplier and he'll direct you to the Census office again. Speak to Sassane about water supplier and she'll direct you to the Scent of the Niben, a small tavern in town, where a Idonea Onus is staying that might be able to help. None of these extra NPC talking points update in your journal.)
Head to the Scent of the Niben in town and head up the flight of stairs inside. Straight ahead from the stairs, open the first door you see to find Idonea Onus. Speak with her about water supplier, and she'll tell you about her cousin in the Niben Basin in Cyrodiil who would be willing to ship Quinctius and his Legionnaires some water. You just have to pay her 400 gold. Pay her the 400 gold, and go back to Quinctius and speak to him about water supplier and he'll say he'll hold to his word and send the actual shipment of water meant for Shipal-Sharai immediately there.
Return to Madala Ceno for a reward of 200 gold and 10 Cinnamon Bark.
