There are many spell merchants who can teach you spells in exchange for gold. They are typically spellcasters such as battlemages, healers, mages, nightblades and sorcerers. Some of them are also spellmakers, who can help you create custom spells. A few sell spells only to members of the same faction and, even then, only to members of a certain rank or higher. In any case, when you purchase a spell, it will be sold to you regardless of whether or not you are capable of casting them.
