Capito Decus is an Imperial noble who resides in Arkay Apartments, in the Imperial City Temple District. He is a skooma addict.
He rises at 6am every morning and eats breakfast for two hours; after breakfast, he spends the day getting high on skooma. If he runs out, he'll go instead to the Waterfront District and attempt to find more. In either case, he'll break off his activities at 8pm to eat dinner at the Imperial Guesthouse until 10pm, when he goes to bed in his apartment.
Capito has a variety of upper-class clothing, which he changes regularly; it includes various pieces of jewelry that improve combat ability. He is armed with a fine steel dagger and longsword, and carries the key to his apartment.
His apartment is located in the basement of the building, and is small and spare; it has a bed, chest, and a table for eating.
As a noble, Capito looks down on just about everyone else: "Who are you, and why are you bothering me? Bah, I don't have time to waste on a filthy peasant such as yourself!" If you call him on his hypocrisy, he'll say: "What on earth are you talking about?!" If you explain that you can smell skooma on him, he says: "Impossible! I washed my mouth three times this morning, and I...oh, wait... Darn it! You breathe a word of this to anyone, and you're dead, you hear me? Dead!"
