Long Tail is an Argonian monk who lives in Leyawiin.
Before he's hired on to run the shelter (see Reshaping the Skooma Den), Long Tail spends all his time in the chapel. After the quest is complete, he'll move to the shelter; he'll wake at 7am every morning and spend the day tending to the residents while also offering services. At 2pm, he goes to the Five Claws Lodge for lunch; if the weather is nice, he'll go sit on a bench down near the south gate and read for a few hours, otherwise he'll return to the shelter and read there. At 5pm, he visits the chapel and remains there until 11pm, when he returns to the shelter to sleep.
He wears a white monk robe, Ring of Intelligence, Base Ring of Health and braided leather sandals. He carries six apples, two carrots, five potions of health, two weak potions of health, two potions of fortify magicka, and copies of Magic from the Sky and More Than Mortal.
After the skooma gang has been eradicated, the count wants to find a use for the old den; lucky for you, Long Tail wants to turn it into a homeless shelter: "The former skooma den. We will make this a shelter for all who have no roof over their heads, who need treatment and care. This is a good thing. Fortunately, the noble Invels and the Primate heard me and helped me find money. And now we will have our own home. That's wonderful. I'll go there right away and start putting things in order. Everything will be ready by your return and soon we will be able to open the doors for everyone in need!" He'll need an assistant, though, so he'll send you to Sleepy Creek Village to find his friend Itan: "Didn't I say? I apologise [sic]. My assistant... My future assistant. I promised Sin-Rei, my home village Guardian, that I would look after him. Please visit my village, Sleepy Creek. There you will find our esteemed Sin-Rei, the Guardian. She will help you. The village is north-east of Leyawiin. I will immediately go to the former den, as I said. So much work and care for the glory of Zenithar. How wonderful it is!"
