Small Kwama Eggs are most commonly found in people's food larders, but their source is from Kwama, which inhabit Egg Mines across Vvardenfell. Kwama Workers and Queens will carry them. (They also have a good chance of carrying the more useful Large Kwama Eggs instead.) Also, egg miners will usually have a couple of them on hand, though they're common enough that murdering people for them makes little sense, especially given the fact that they're not worth very much, either to sell or to create potions from.
If you have the Entertainers official plugin installed, three Small Kwama Eggs can be used for juggling.
