Captain al-Hallen is a Redguard member of the Ra Gada bandits who led the attack on the town of Velyn Harbor. You'll find him in the lighthouse towards the end of the quest.

- The enemy shocks the ground around itself as indicated by a red circle. This attack does moderate shock damage and can be interrupted to knock the enemy off balance.
