This Mages Guild is the Riften branch of the Mages Guild.
It is a two-story Nord-style building with a ritual room in the basement. There are three bookshelves on the ground floor and four more upstairs. The ritual room contains four bookshelves and several book stacks as well. An alchemy station and an enchanting table, along with an advanced safbox, can be found upstairs. All storage containers in the guildhall are owned. The free Script is on a high shelf with candles at the south side of the upper level. It is the Maim Affix Script.
Upon completion of the Mages Guild quest line, a portal to the Eyevea Guild Hall will appear on the ground floor. Prelate Sabinus is upstairs, and will cure vampirism or lycanthropy if asked.
