Three Ogrim Porters can be found in various places around the Hollow City manning currently inactive carts that are intended to transport you to one of three different zones.
The ogrim located in front of the Shining Star can take you to Shadowfen, the one south of the Garden of Gems can take you to Malabal Tor, and the porter standing by the gate in front of the Argonians' House can grant passage to Rivenspire.
