No matter how many times the jarl seals up the sewers beneath Riften, thieves and ne'er-do-wells continue to use the so-called Ratway as a haven and hiding place.

The Riften Ratway is a sewer beneath Riften that has become a den for thieves and criminals. Recently, vampires associated with the Icereach Coven have occupied the sewers and are in the process of massacring the remaining residents, with only a few still alive. It contains an entrance to the Riften Outlaws Refuge.
During the related quest, Goharth Ironbelly and Sister Balra will meet here.
